Jesus Garcia-Luengos

Jesus Garcia-Luengos is a researcher at Spain’s Institute of Studies on Conflict and Humanitarian Action (Iecah). He is an expert in evaluation and monitoring of development and humanitarian projects, quality control and report reviews.

Mr. Garcia-Luengos has training and experience on international human rights law, conflict and peace building, humanitarian action and issues related to the exploitation of natural resources in African countries. He is the author of numerous papers on these subjects in relation to Morocco, as well as other North-African and Sub-Saharan African countries.

His recently consulted on several key projects including a report on Policy Coherence for Development for the African Studies Group (Universidad Autónoma, Madrid), real time evaluation of the response emergency capacity of the Spanish International Development Cooperation Agency (AECID) related to the typhoon Ketsana, and monitoring for the European Commission of two education projects in Nicaragua.

Mr. Garcia-Luengos holds a degree in law from the Universidad Complutense (Madrid, Spain), a master’s degree in commercial law from the Instituto de Empresa (Madrid, Spain), and a master’s degree in European law from the Institut d´Études Européennes.
